Amends municipal and school design-build contract laws to allow municipalities and school districts to compare and potentially contract with both design-build entities and individual design professionals (previously only design-build entities).

Requires design-build proposals to include qualifications in addition to proposals, and mandates municipalities/school districts publish notices in construction industry publications or websites (changes from permissive to mandatory language).

Increases minimum Phase II preparation time from 30 days to 60 days for shortlisted entities to develop proposals, and raises minimum number of entities for shortlisting from 2 to 3 (with maximum of 6).

Requires Phase I evaluation criteria to separately evaluate design and construction experience of personnel, and prohibits disqualification of entities solely based on prior project awards under state procurement law.

Requires written notice of contract award to be provided at the time of award, and extends protection of proposal drawings and specifications to remain property of design-build entities or design professionals.
