Creates a new role of "resident attendant" in licensed assisted living and shared housing establishments to assist residents with eating, drinking, and limited personal hygiene tasks including hand/face washing, hair care, oral hygiene, electric razor shaving, and makeup application.

Excludes licensed health professionals, registered dietitians, volunteers without compensation, nurse assistants, and individuals performing nursing services from the resident attendant classification.

Requires resident attendants to complete establishment-based training and competency evaluation programs with maximum unit lengths of 5 hours for feeding, 3 hours for hydration, and 5 hours for personal hygiene, with Department review and approval every 2 years.

Mandates that resident attendants undergo background checks under the Health Care Worker Background Check Act.

Amends both the Assisted Living and Shared Housing Act and the Illinois Public Aid Code with identical resident attendant provisions, effective immediately.
