Limits annual assessment increases to 2% per year for associations without special amenities (pools, gyms, community spaces) and requires majority member vote approval for special assessments exceeding $100,000.

Prohibits fines, late fees, and interest from accruing once a homeowner files a written dispute and caps attorney's fees at 10% of the original amount owed; prevents boards from using association funds for attorney's fees unless they prevail in disputes.

Establishes a complaint process allowing members to challenge board violations to the HOA Department, with remedies including board member removal, financial penalties, and member reimbursement; permits association dissolution by 65% member vote.
