Amends Illinois School Code Section 2-3.64a-5 to exempt students enrolled in U.S. schools for less than 12 months from being required to participate in state assessments.

Students with less than 12 months of U.S. school enrollment may voluntarily take state assessments, but their scores cannot be used for accountability purposes.

Applies exemption to all students, including English learners, who have been in U.S. schools for less than one year.

Maintains existing requirements for state assessments in English language arts, mathematics, and science for other student populations in grades 3-12.
