Amends the Interscholastic Athletic Organization Act to establish practice time limits for Illinois high school athletic programs beginning in the 2024-2025 school year.

Limits teams to a maximum of 18 hours of practice per week and 4 hours per day, with competition days counting as 3 hours regardless of actual length.

Allows golf teams a maximum of 2 days per week for 18-hole rounds, counting as 4 hours of practice time each.

Prohibits use of outside organizations, team captains, or student-led practices to circumvent the practice limits; student-led practices must count toward the weekly maximum.

Requires athletic associations to enforce penalties for violations, including loss of practice days or other sanctions determined by the Illinois High School Association, scaled appropriately to the violation's severity.
