Prohibits motor vehicles from stopping or standing on highway shoulders within a one-half mile radius of O'Hare International Airport's eastern entrance and the Interstate 90/294 intersection, except where permitted.

Authorizes the Illinois Toll Highway Authority to install and maintain automated traffic safety systems to monitor and record violations, with signs posted to notify drivers of enforcement areas.

Establishes a $100 fine for each violation, with fine proceeds deposited into the State Police Law Enforcement Administration Fund.

Requires the Authority to issue written violation notices to registered vehicle owners within 30-90 days of violations, including recorded images, violation details, and options to pay fines, complete traffic education programs, or contest the charge.

Exempts vehicle lessors from liability unless they provide lessee information within 60 days of an Authority request, and exempts vehicles stopped for emergencies, malfunctions, law enforcement direction, theft, or traffic citations.
