IL HB5409

Prohibits home rule counties from imposing personnel mandates that require municipalities, townships, school districts, community college districts, park districts, or other local government units to establish, expand, or modify activities in ways that necessitate additional expenditures from local revenues.

Specifies that a home rule county's failure to appropriate funds for implementing a personnel mandate does not relieve other local government units from the obligation to comply with that mandate.

Establishes that if a home rule county's personnel mandate conflicts with an ordinance of another local government unit, the other unit's ordinance controls within its jurisdiction.

Defines "personnel mandate" as any county ordinance, resolution, rule, regulation, or action affecting employees of other local government units regarding salaries and wages, qualifications and training, hours and working conditions, and fringe benefits including health insurance and retirement.

Takes effect immediately upon enactment.
