• Amends Illinois Vehicle Code to change crash reporting requirements from Sections 11-406 and 11-410 to Section 11-407, affecting when drivers must notify police of vehicle crashes involving injury, death, or property damage exceeding $1,500 ($500 for uninsured vehicles).

• Requires law enforcement to record detailed stop data including officer's subjective determination of race, alleged violations, vehicle information, search details, police dog sniffs, and contraband seized for both traffic citations and non-citation stops.

• Establishes pedestrian stop data collection requiring officers to document detentions (frisks, searches, arrests) including gender, race, reasons for stop, frisk/search details, and contraband discovered.

• Creates Traffic and Pedestrian Stop Data Use and Collection Task Force under Illinois Criminal Justice Information Authority with 17 members including academics, police representatives, civil rights organizations, and community groups to study best practices for data collection and analysis by March 1, 2022 and every 3 years thereafter.

• Modifies DUI Prevention and Education Commission powers to create rules for fund distribution and require annual reporting to General Assembly on fund expenditures and program metrics.
