Creates a student teaching stipend program administered by the Board of Higher Education, subject to appropriation, to reduce financial barriers to the teaching profession and increase teacher retention.

Provides eligible students enrolled in educator preparation programs up to $10,000 per academic semester, distributed monthly by their program institution.

Prioritizes stipend funding for students demonstrating financial need (Pell Grant or Monetary Award Program eligible), then students in high-need certification areas, then other eligible students if appropriations are insufficient.

Requires cooperating teachers to complete evidence-based training on supporting student teachers and assessment practices, and provides them up to $1,500 per semester plus professional development hours counting toward license renewal.

Prohibits institutions of higher education from requiring student teaching to be unpaid and requires the Board of Higher Education to report on program impact to the Governor and General Assembly by June 30, 2028 and annually thereafter.
