Amends the Newborn Metabolic Screening Act to require screening and testing of all newborns for Guanidinoacetate Methyltransferase (GAMT) deficiency.

Testing must begin within 12 months after establishment and verification of appropriate performance specifications under federal Clinical Laboratory Improvement Amendments and FDA-cleared or in-house developed methods.

Requires availability of quality assurance testing and comparative threshold values for GAMT before testing can begin.

Requires the Department of Public Health to acquire and install necessary equipment and resources for GAMT screening.

Authorizes the Department of Public Health to implement an additional fee for screening prior to beginning testing to accumulate resources for implementing these requirements.
