Creates the Township Rebuild Program Fund as a special fund in the State Treasury to be administered by the Department of Transportation.

Provides grants not to exceed $250,000 to townships with populations under 2,000 for building or expanding machinery storage facilities.

Directs the Township Rebuild Program Fund to receive transfers from the Motor Fuel Tax Fund in amounts sufficient to provide awards to all eligible townships.

Requires that moneys in the Fund be used according to Section 11 of Article IX of the Illinois Constitution of 1970, which governs transportation funds.
