Amends School Code sections defining resident school districts for students whose parents/guardians live out-of-state or move out-of-state after child placement in a nonpublic school or special education facility; requires parent or guardian to enroll child in a school in the other state to initiate reimbursement to Illinois, with exceptions if prohibited by other state law or enrollment is refused.

Modifies requirements for determining when a parent or guardian location is unknown by reducing documentary evidence requirement from 4 separate items to at least 3 satisfactory attempts to locate the parent or guardian, with 14-day response period before State Superintendent determination.

Authorizes school districts and special education facilities to request assistance from the State Board of Education in locating parents or guardians.

Requires residential facilities to obtain parent or guardian signature on a contract at placement affirming understanding of obligations to enroll child in appropriate school district of residence at time of placement or when child reaches age 3.

Prohibits identified school districts from denying enrollment based on the child's residential facility placement and requires residential facilities to identify and enroll children in appropriate resident school districts prior to placement, except in emergency situations.
