Amends Section 11-208 of the Illinois Vehicle Code to prohibit any unit of local government, including home rule units, from enacting ordinances establishing noise monitoring systems on roadways.

Removes previous language that specifically allowed the City of Chicago to implement a noise monitoring system on Lake Shore Drive.

Revises the definition of "noise monitoring system" to mean an automated monitor capable of recording noise levels 24 hours per day and 365 days per year with computer equipment or human review of recorded footage to process data.

Maintains existing local authority to regulate traffic through police officers, traffic control signals, speed limits, and other specified traffic management measures.
