Permits operation of all-terrain vehicles (ATVs) meeting specific criteria (400cc+ engine, capable of 40+ mph) on streets, roads, and highways with posted speed limits of 45 mph or less, except on interstates, grade-separated highways, or within municipalities.

Requires ATV registration with the Secretary of State at $30 for a 2-year registration period, or $15 one-time for agricultural use vehicles; fee distribution includes $2 to State Police Vehicle Fund, $1 to Park and Conservation Fund, and remainder to Road Fund.

Establishes equipment requirements for roadway operation including headlamps, tail lamps, brake lights, turn signals, mirrors, muffler, horn, braking system, windshield or eye protection, speedometer, and seat belts for passengers.

Allows townships, counties, and municipalities to authorize ATV operation by ordinance or resolution if public safety is not jeopardized, and permits them to restrict vehicle types or assess additional fees.

Requires ATV operators to have valid driver's licenses and mandatory motor vehicle insurance; exempts local governments from liability for ATV-related crashes on their roadways.
