Transfers all powers and duties under the Grow Your Own Teacher Education Act from the Board of Higher Education to the Illinois Student Assistance Commission, effective July 1, 2024.

Replaces the requirement for annual independent evaluations of program implementation with a requirement that the Commission monitor and evaluate the program through annual reports from Grow Your Own Illinois.

Allows the Commission to elect to contract for an independent evaluation with an outside entity if desired.

Requires the Auditor General to prepare an annual audit of the operations and finances of Grow Your Own Illinois and each consortium receiving state funds.

Prohibits the Commission from adopting rules regarding candidate eligibility that are more restrictive than those specified in Section 20 of the Act.
