Amends the Preventing Sexual Violence in Higher Education Act to require institutions to include information about retaliation protections in their comprehensive sexual violence policies and student notifications.

Requires higher education institutions to establish a policy and process for early dismissal of retaliatory claims by respondents against survivors, including defamation, harassment, bullying, and other policy violations related to the survivor's report.

Designates confidential advisors to assist survivors with retaliation concerns and requires employee training to include anti-retaliation policy and procedures.

Amends the Citizen Participation Act to prohibit courts from permitting defamation actions to silence or retaliate against persons reporting gender-based violence, including cases where the alleged perpetrator is publicly named.

Adds definitions for "gender-based violence" and "reporting gender-based violence" to the Citizen Participation Act, establishing protections for speech unless the plaintiff proves clear and convincing evidence of actual malice in the reporting.
