Exempts hospitals without chemical analyzer equipment from the fentanyl testing requirement.

Preserves existing state laws providing civil or criminal immunity for individuals seeking medical assistance after drug or alcohol use and for those assisting them in good faith.

Becomes effective immediately upon enactment.
