Expands pharmacist authority to order and administer COVID-19 and influenza vaccines to patients 7 years and older via subcutaneous, intramuscular, or oral routes per FDA authorization or CDC guidelines.

Allows pharmacists to change prescribed medication quantities, dosage forms, and complete missing prescription information when in the best interest of patient care, with documentation required.

Requires health insurance plans and Medicaid to reimburse pharmacist-administered vaccines at rates no less than physician-administered vaccines effective January 1, 2025.

Expands pharmacy practice scope to include ordering and administering COVID-19 therapeutics, testing/screening for multiple conditions (influenza, strep, lice, skin conditions, RSV), and permits delegation of administrative tasks to pharmacy technicians.

Prohibits payors from reimbursing pharmacies below fair market value for dispensing and prevents below-market-rate payors from satisfying network adequacy or willing provider requirements.
