• Amends the Criminal Code of 2012 to criminalize "patronizing" a minor under 18 years of age for commercial sexual activity, sexually-explicit performances, or pornography production, establishing this as involuntary sexual servitude of a minor.

• Establishes graduated felony penalties: Class 1 felony for minors aged 17-18 without overt force or threat; Class X felony for minors under 17 without overt force or threat; Class X felony when overt force or threat is used.

• Allows enhanced sentencing for violations involving bodily injury, with increased penalties based on duration of servitude (180 days to one year, or over one year), and enhanced sentences for cases with more than 10 victims.

• Requires mandatory restitution to victims equal to the greater of either the defendant's gross income from the victim's labor or the value guaranteed under minimum wage and overtime laws.

• Directs courts to distribute fines imposed under this section to the Specialized Services for Survivors of Human Trafficking Fund, and authorizes the Department of Human Services to provide emergency services to trafficking victims.
