Amends the River Edge Redevelopment Zone Act by adding authorization for the Department of Commerce and Economic Opportunity to certify one additional pilot River Edge Redevelopment Zone in the City of Quincy, effective upon passage of this amendatory Act of the 103rd General Assembly.

Maintains existing authorization for pilot zones in East St. Louis, Rockford, Aurora (2006-2007), Elgin (2009), Peoria (97th General Assembly), Joliet, and Kankakee (103rd General Assembly).

Prohibits the Department from certifying any additional River Edge Redevelopment Zones after the authorized zones are established, though existing zones may be amended or rescinded according to Section 10-5.4.

Prevents extension of any River Edge Redevelopment Zone on or after the effective date of the 97th General Assembly amendatory act; existing zones continue until scheduled termination and become open enterprise zones upon expiration.

Requires municipalities with certified River Edge Redevelopment Zones to submit a plan within 60 days encouraging participation by minority persons, women, persons with disabilities, and veterans in the zone.
