Amends the Illinois Public Aid Code to allow minors age 12 and older to independently sign and file applications for medical assistance benefits under the Article V family planning program.

Creates an exception to existing provisions that require applications for minors to be filed by a legal guardian, relative, or other authorized person.

Applies only to applications for the Article V family planning program enacted by Public Act 102-665, not to other forms of public aid.

Maintains existing application requirements regarding disclosure of property, income, and other financial information for all applicants.
