Amends the Illinois Domestic Violence Act of 1986 to include "coercive control" as a form of abuse under the definition of domestic violence.

Defines "coercive control" as a pattern of behavior that unreasonably interferes with a person's free will and personal liberty, including isolating someone from support systems, depriving them of basic necessities, or controlling their movements, communications, finances, and access to services.

Includes threatening someone based on actual or suspected immigration status to compel them to engage in or refrain from conduct as part of coercive control.

Adds "coercive control" to the list of abusive behaviors alongside physical abuse, harassment, intimidation of dependents, interference with personal liberty, and willful deprivation.
