HB5479 Progressive Design-Build Pilot Program Act

• Establishes a pilot program allowing the Capital Development Board to use progressive design-build delivery method for up to 3 public projects commencing before January 1, 2027, if determined to be in the State's best interest.

• Requires the State construction agency to conduct a two-phase selection process based on qualifications, with Phase I evaluating technical competence and Phase II based on presentations and interviews; price cannot be used as an evaluation factor.

• Mandates that a selection committee of 5-7 members evaluate proposals, including at least one licensed design professional and 2 public members nominated by industry and minority/woman-owned business associations.

• Requires progressive design-build entities to comply with disadvantaged business and equal employment practices established in the Business Enterprise for Minorities, Women, and Persons with Disabilities Act and Illinois Human Rights Act Section 2-105.

• Allows the State to transition projects to traditional design-bid-build method if the fixed price exceeds budget, the schedule is unreasonable, or transitioning is in the State's best interest; State retains ownership of all design documents.
