• Illinois Student Assistance Commission shall release scholarship recipients from repayment obligations effective January 1, 2025, for scholarships converted to student loans under state programs, but only for failures to complete required employment obligations (not for other reasons like error, fraud, or ineligibility).

• Removes repayment requirements from multiple teacher and healthcare scholarship programs (Minority Teachers of Illinois, Golden Apple Scholars, Special Education Teachers, Optometric Education, School Social Work, iGROW Tech) when recipients fail to fulfill employment obligations.

• Changes scholarship agreements to require recipients to sign pledges and provide evidence of fulfilling employment terms upon request, rather than specifying that applicants must meet qualifications upfront.

• Applies similar changes to the Nursing Education Scholarship Law, eliminating repayment obligations for recipients who fail to meet nursing employment requirements but requiring them to pledge compliance and provide evidence of fulfillment.
