Public institutions of higher education must display estimated costs of required course materials and directly related course fees for at least 75% of all for-credit courses offered.

Cost information must be displayed before course registration begins, include book titles and ISBN numbers when available, and appear in published course schedules and affiliated bookstore lists.

The Board of Higher Education shall adopt rules defining incidental items that do not require cost reporting and establish compliance metrics in consultation with stakeholders including faculty, students, and campus bookstores.

Public institutions must establish deadlines for faculty to notify campus bookstores of required materials to allow verification of availability, pricing, lower-cost options, and alternative format availability.

The Board of Higher Education shall submit a compliance report to the General Assembly by December 31, 2025, detailing how each public institution is meeting these requirements, and the act takes effect immediately.
