Amends the Public-Private Agreements for the South Suburban Airport Act to allow the Department to accept unsolicited bids for the South Suburban Airport under the Public-Private Partnerships for Transportation Act.

Authorizes the Department to enter into direct, sole-source negotiations with potential private airport development teams for development, financing, building, operating, and maintaining of the airport.

Modifies the definition of "transportation facility" in the Public-Private Partnerships for Transportation Act to specifically include the South Suburban Airport while excluding all other airports.

Establishes that the South Suburban Airport is eligible for public-private partnership agreements under the same framework as other transportation infrastructure projects.
