All Commuter Rail Board trains must carry naloxone or another opioid antagonist during operation for emergency use.

Opioid antagonists must be stored in easily accessible locations throughout train cars.

Only train conductors or individuals trained in opioid antagonist use and administration may administer the medication.

The Commuter Rail Board shall adopt rules to implement these requirements.

Train conductors and trained individuals who in good faith dispense or administer opioid antagonists are protected from civil liability except in cases of willful or wanton misconduct.

The act takes effect January 1, 2027.
