Establishes a Progressive Design-Build Pilot Program allowing the Capital Development Board to use progressive design-build delivery for up to 3 public projects before January 1, 2027, with selection based on qualifications rather than price.

Creates uniform standards for calculating Business Enterprise Program contract goals across all State contracts and allows counties and other entities to participate in cooperative purchasing agreements with State agencies.

Authorizes the Department of Natural Resources to lease land for commercial solar energy systems and clean energy projects for up to 40 years with competitive bidding and project labor agreements required.

Amends procurement thresholds and contracting procedures for various State entities including the Metropolitan Water Reclamation District, Metropolitan Pier and Exposition Authority, and expands public-private partnership authority for transportation projects with enhanced community engagement requirements.

Modifies the Illinois business bid preference for construction contracts from 4% to include specific operational and tax requirements, and allows mid-size construction businesses ($14-45 million in sales) to participate in Illinois State Toll Highway Authority set-asides.
