Creates an ACFR Internal Control Unit within the Governor's Office of Management and Budget to advise and assist the Director in coordinating audits of the State Annual Comprehensive Financial Report.

Authorizes the ACFR Internal Control Unit to develop policies and programs for financial audit coordination and direct state agencies under the Governor's jurisdiction in adopting internal control procedures to address audit findings and deficiencies.

Grants the Unit authority to access and examine all documents, papers, reports, and records of state agencies under the Governor's jurisdiction as needed to fulfill its responsibilities.

Removes the Auditor General's requirement to conduct annual audits of Transportation Renewal Fund obligations, expenditures, and use.

Removes the Auditor General's audit requirements for amounts collected by the Department of Mental Health and Developmental Disabilities under federal Social Security Act programs and day training programs for persons with developmental disabilities.
