Provides a $5 discount for first division motor vehicles and Class B second division vehicles (8,000 lbs or less) if registration payment is made online, effective with the 2025 registration year.

Prohibits the Secretary of State from charging additional fees for registration payments made by credit card, debit card, or other electronic means for online vehicle registration renewals.

Updates the vehicle registration fee schedule to begin with the 2025 registration year, changing the effective date from 2021.
