Amends Section 30-160 of the Township Code to clarify that township boards in counties with populations of 1,000,000 or more may contract with municipalities or counties to provide police protection in unincorporated areas using funds levied under the bill.

Allows township boards to declare unincorporated areas as special police districts for tax purposes, authorizing county clerks to extend taxes up to a maximum rate of 0.10% of equalized or assessed property value.

Permits township boards to use special police district funds to provide public safety services in the manner prescribed by Section 85-13 of the Township Code.
