Excludes from the definition of "abuse" a parent obtaining, seeking, or facilitating lawful health care for a minor child, protecting parents who support a child's gender identity and transition-related care.

Requires courts to consider a parent's affirmation of the child's gender identity or gender expression in a way that promotes the child's overall health and well-being when determining parental responsibilities and parenting time.

Allows courts to modify orders restricting parental responsibilities if they find persistent, continuing interference with the child's ability to access lawful health care.

Declares that laws of other states authorizing child removal based on allowing lawful health care are against Illinois public policy and shall not be enforced in Illinois courts.

Expands Illinois jurisdiction in child custody cases to include situations where a child is present in the state for obtaining lawful health care, and prevents courts from finding themselves an inconvenient forum when lawful health care is at issue.
