Establishes three levels of trauma centers (Level I, II, and III) with the Department authorized to designate and enforce minimum standards for each level meeting national standards as modified by Department rules.

Creates new "Acute Injury Stabilization Center" designation for hospitals with basic or comprehensive emergency departments capable of initial management and transfer of acutely injured patients.

Adds Level III Trauma Center minimum standards including designation of a Trauma Center Medical Director, surgical and nonsurgical services, emergency medical personnel, communications integration with other trauma centers and EMS systems, and data collection requirements.

Expands State EMS Advisory Council membership to include a representative from a pediatric critical care center and clarifies Department authority to impose fines up to $10,000 per violation presenting substantial probability of death or serious harm.

Revises pediatric care provisions to require the Director to appoint an advisory council for pediatric care needs and authorizes Department to designate hospitals meeting minimum standards for pediatric emergency and critical care capabilities.
