Requires the Illinois Department of Human Rights Director to prepare a summary of housing protections for survivors of domestic and sexual violence under 6 specified Illinois statutes and make it available within 60 days of the bill's enactment.

Mandates that landlords attach the summary as the first page of all written residential leases and obtain tenant signatures acknowledging receipt on each page of the summary.

Tenant signatures on the summary serve as evidence of landlord compliance with disclosure obligations, and failure to provide signed acknowledgment creates a rebuttable presumption of non-compliance.

Establishes private right of action for tenants, with landlords liable for the greater of actual damages (not to exceed $2,000) or $100 for failure to comply with the Act's requirements.

Requires prevailing tenants to be awarded court costs and reasonable attorney's fees, with no requirement to first seek relief through the Illinois Department of Human Rights.
