Establishes a grant program administered by the Department of Human Services to fund crisis walk-in centers providing mental health crisis services in homelike environments for adults 18 years or older.

Requires eligible crisis walk-in centers to operate 8 to 16 hours per day, 5 to 7 days per week and employ at least one certified peer recovery support specialist and one licensed mental health professional available during operating hours.

Mandates that staff assess crisis severity, develop safety plans, and connect clients to appropriate community resources and long-term behavioral health providers.

Permits grants to fund increased staffing, facility improvements, or security measures at existing centers, as well as establishment of new crisis walk-in centers in underserved communities.

Authorizes the Department of Human Services to adopt rules regarding application requirements and implementation of the grant program, subject to appropriation.
