Amends Open Meetings Act to authorize Public Access Counselor to investigate and report on public bodies for frequent violations of the Act or court orders, with investigations initiated by complaint or sua sponte.

Authorizes Public Access Counselor to impose civil penalties of $1,000 for first violation and $2,000 for subsequent violations after a hearing with notice to the public body.

Amends Freedom of Information Act to allow Public Access Counselor to investigate public bodies for frequent violations, unreasonable denials of requests, and failure to adequately explain denials.

Requires Attorney General to enforce penalties by filing actions in circuit court and to adopt rules defining "frequent violation" and establishing investigation and hearing procedures.

Prohibits disclosure of records obtained by Public Access Counselor during investigations, exempting them from public access disclosure requirements.
