Prohibits law enforcement officers and agencies in Illinois from engaging in profiling based on actual or perceived race, ethnicity, national origin, religion, gender, gender identity, sexual orientation, or citizenship/immigration status.

Creates a civil cause of action allowing individuals injured by profiling or the State to sue for declaratory or injunctive relief in circuit court against governmental bodies and officers who engaged in profiling.

Courts may award reasonable attorney's fees and expert fees to prevailing plaintiffs in actions against State agencies for profiling violations.

Establishes that disparate impact on individuals from routine or spontaneous investigatory activities constitutes prima facie evidence of a profiling violation.

Requires all law enforcement agencies in Illinois to adopt policies eliminating profiling by prohibiting the practice, including profiling training, establishing complaint procedures, adopting model policies from the Racial Profiling Prevention and Data Oversight Board, and collecting data under the Racial Profiling Prevention and Data Oversight Act.
