HB5563 - Child Labor Law of 2024

• Creates comprehensive child labor protections for minors under 16, establishing employment certificates, work hour restrictions, and prohibited occupations while repealing the previous Child Labor Law.

• Minors ages 14-15 may work outside school hours with employment certificates; minors 13 and younger are restricted to explicitly authorized occupations only.

• Prohibits minors from working in hazardous occupations including construction, manufacturing, mining, meat processing, and establishments where minors are legally barred from entering (cannabis businesses, adult entertainment venues, etc.).

• Requires employers to maintain employment records, ensure adult supervision (age 21+), provide 30-minute meal breaks after 5 hours, and report work-related deaths and injuries within 24-72 hours.

• Establishes civil penalties up to $20,000 per violation (or $60,000 if death/injury results) and criminal penalties including Class A misdemeanor charges; effective January 1, 2025 (July 1, 2024 for vlogging and trust fund provisions).
