Prohibits telephone solicitors from calling the same person more than 3 times during a 24-hour period, in addition to existing restrictions on calls between 9 p.m. and 8 a.m.

Bans intentionally altering a caller's voice to disguise or conceal identity for purposes of fraud, confusion, financial injury, or obtaining personal information for unlawful use.

Expands caller ID restrictions to prohibit displaying telephone numbers or names not associated with the solicitor or designed to misrepresent the solicitor's identity.

Requires all persons making telephone solicitations to register annually with the Secretary of State, including those whose residence or principal place of business is located outside Illinois.

Authorizes the Secretary of State to adopt rules for registration administration, set registration fees to offset administrative costs, and suspend or revoke registrations for violations after notice and opportunity to be heard.
