Amends the Crime Victims Compensation Act by deleting time-based reporting requirements for crimes to be eligible for compensation awards.

Removes the 72-hour notification requirement for law enforcement for crimes of violence and the 7-day notification requirement for specific sexual abuse and human trafficking offenses.

Retains the 5-year deadline for filing compensation applications from the crime occurrence, or 1 year after a criminal charge is filed for the offense.

Expands cooperation requirements to include victims under 18 years old reporting through mandated reporters or firsthand witnesses, in addition to direct police reports.

Allows the Attorney General and Court of Claims to accept late applications if the applicant demonstrates good cause for the delay.
