Creates the Gender-Neutral Toy Act requiring retail department stores to maintain a gender-neutral section displaying a reasonable selection of childcare items and toys regardless of traditional gender marketing.

Applies only to retail department stores physically located in Illinois with 500 or more employees across all store locations in the state.

Retailers may label the gender-neutral section at their discretion.

Violations are subject to civil penalties of up to $250 for a first violation and up to $500 for subsequent violations, enforceable by the Attorney General in circuit court beginning January 1, 2025.

Defines "children" as persons 12 years of age or less, "toys" as products designed for children to play with, and "childcare items" as products for sleep, relaxation, feeding, or teething assistance.
