• Requires mobile home park owners to submit a relocation plan when applying for a change in land use, with the plan detailing tenant lists, relocation timelines, budget, and available resources.

• Parks with more than 10 sites must provide relocation assistance equal to 12 months of rent (excluding taxes and utilities) paid in two installments: 50% within 30 days of notice to vacate and 50% within 30 days after tenant vacates.

• When a park owner receives an offer to sell, the purchaser must file an affidavit agreeing to allow the land to be used as a mobile home park for 5 years and limiting rent increases to 10% per year for 3 years after closing.

• If a purchaser fails to file the required affidavit, the homeowners organization has 60 days to submit a counteroffer to purchase the park on substantially similar terms, with up to 105 days to obtain financing and close.

• Exempts certain transactions from these requirements, including foreclosures, sales to family members, sales between joint tenants, and mergers where at least one original owner remains.
