Prohibits arrest or extradition of individuals for acts involving gender-affirming care or lawful health care performed in Illinois, even if such acts are illegal in other states.

Prevents Illinois court clerks from issuing subpoenas based on foreign subpoenas seeking documents or information related to gender-affirming care or reproductive health care, with limited exceptions for patient-initiated civil suits and contractual claims.

Expands the definition of "lawful health care" in the Lawful Health Care Activity Act to explicitly include gender-affirming care as defined by the World Health Organization, covering medical, surgical, and mental health services related to gender identity affirmation.

Prohibits Illinois courts from determining they are an inconvenient forum in child custody cases involving gender-affirming care if the other state's laws would limit a parent's ability to obtain such care for the child.

Imposes a $10,000 statutory penalty for false attestations or failure to submit required attestations when requesting subpoenas related to lawful health care activities.
