Excludes food residuals and landscape waste from commercial activities from the definition of "municipal waste" beginning January 1, 2027.

Defines "food residual" as source-separated, uncontaminated organic solid waste from food processing or discarding that is recyclable, including pre-consumer and post-consumer food scraps but excluding meat products when composted by residents on-site.

Requires units of local government to include provisions in solid waste management plans for diverting food waste and landscape waste from landfills, prioritizing food consumption by humans, agricultural use, animal consumption, and composting.

Applies to municipalities, counties, and Municipal Joint Action Agencies when preparing solid waste management plans for their jurisdictions.
