Amends the Illinois Economic Opportunity Act to modify Community Action Board composition from 15 to 51 members to a range of no less than 9 members and no more than 51 members.

Requires one-third of board members to be elected public officials or their designees, appointed by the chief elected official of the served political subdivision.

Requires at least one-third of board members to be low-income individuals and families selected through democratic procedures representative of the served area.

Designates remaining board members to represent business, industry, labor, religious, welfare, education, and other major community groups, with geographic area representatives required to reside in their designated areas.

Authorizes each community action agency to determine board tenure through its bylaws for members selected under the latter two categories.
