Removes references to "excluded offense" disqualifications for cannabis business employees, allowing individuals with nonviolent cannabis-related criminal convictions to serve as principal officers or agents of medical cannabis dispensing organizations and cultivation centers.

Replaces previous background check provisions with new requirements for the Illinois State Police to conduct criminal history record checks on prospective principal officers, board members, and agents, with fingerprints submitted through live scan vendors licensed by the Department of Financial and Professional Regulation.

Eliminates blanks created by striking provisions that previously barred designated caregivers and cultivation/dispensing center agents from serving if convicted of excluded offenses.

Applies the same criminal conviction considerations to the Cannabis Regulation and Tax Act, ensuring nothing in the Act prevents otherwise qualified individuals from serving in cannabis business establishments based solely on nonviolent cannabis-related convictions.

Centralizes background check procedures through the Illinois State Police for both medical cannabis program participants and adult-use cannabis business applicants, with fees deposited to the State Police Services Fund.
