Transfers the balance of the State Police Training and Academy Fund to the State Police Law Enforcement Administration Fund on July 1, 2024, and dissolves the original fund, with future revenues from insurance fees directed to the consolidated fund.

Requires schools to report verified incidents involving firearms and drugs to the State Board of Education through existing reporting systems by August 1 each year, with the State Board making data available publicly by school district and local law enforcement reporting to Illinois State Police's Uniform Crime Reporting Program by March 1.

Modifies Illinois Gambling Act provisions to allow applicants for organization gaming licenses to submit 2 sets of fingerprints on forms provided by the Board rather than submitting fingerprints directly to Illinois State Police, with the Board charging a fee for fingerprint search and classification.

Amends Criminal Code provisions to specify that the Director or the Director's designee (rather than only the Director) shall dispose of property forfeited in non-judicial forfeiture proceedings.

Effective July 1, 2024, with conforming changes made to the Illinois Insurance Code, Illinois Vehicle Hijacking and Motor Vehicle Theft Prevention Act, and School Code.
