Caps administrative fees that local school boards can withhold from charter schools at 3% or less of total annual public funding for charters granted or renewed after the bill's effective date

Allocates the 3% administrative fee as follows: up to 2% for local school board administrative duties related to charter oversight and authorizing services, and 1% for a statewide charter school membership association

The 1% association fee must be used for State-mandated board governance training, compliance assistance, technical assistance, or sub-granted back to charter schools for meeting academic, financial, and operational requirements

Requires authorizers to grant charter renewals for at least 5 years if the charter school's average annual summative designation over its term ranks in the top 3 designations on the State Board of Education report card

Maintains existing requirement that charter renewals must include a union neutrality clause (established by Public Act 103-416 effective August 4, 2023)
