Amends the Decennial Committees on Local Government Efficiency Act to change formation requirements from mandatory to optional for governmental units.

Allows governmental units to elect to form a committee once every 10 years (rather than requiring formation at least once every 10 years) to study local efficiencies and report recommendations to the county board.

Committee membership includes elected or appointed governing board members, at least 2 residents appointed by the board chair, and any chief executive officer or other officers of the governmental unit.

Allows committees to employ public administration specialists, consultants, analysts, and seek assistance from community colleges and universities to prepare required reports.

Effective January 1, 2025.
