Amends the Mental Health and Developmental Disabilities Code to prohibit the use of lethal restraints as a therapeutic measure for any purpose.

Defines "lethal restraint" as a restraint that may lead to death or severe injury of the person being restrained.

Permits only non-lethal restraints, which may be used only to prevent physical harm to the recipient or others and only upon written order by a physician, clinical psychologist, clinical social worker, clinical professional counselor, advanced practice psychiatric nurse, or registered nurse with supervisory responsibilities.

Requires non-lethal restraints to be applied only by trained personnel, last no longer than 16 hours per order, and be observed at least every 15 minutes with documentation of observations.

Allows emergency temporary restraints without prior written order only when qualified medical personnel are unavailable, requiring physician or supervisory nurse examination within 2 hours and documentation of necessity.
